My problem is that after purchasing a SIM card and paying for the plan, the phone does not register on the network. Other sim cards of other operators work. I can add a photo from the phone to make the problem clearer.

no Apple will not sell blacklisted phones but sometime or someone buy it from Apple and distributor maybe missing the device and reporting for it then that device go to blacklisted but maybe that device is not but the OP need to contact from where buy it to fix it with apple big company international if has @Kornielenka a receipt from any store in world them cover 100% in any store, but if pay for cash then use on Wi-Fi only,

@Kornielenka The blacklist is for US and Canada only. I guess it was stolen here in North American (or people got it from Carrier but leave the carrier and didn't pay it in full), and sell it in Europe as European carriers do not follow this particular blacklist. Just that you are unlucky you got it there and bring the phone back to Canada to use.
There is probably nothing much you can do (doubt the seller will help). How much you paid for that?

@Kornielenka so, the same PM sim card works on your friend's phone but when you put it on yours , it didn't work?
What exact model is your phone?

Yes, Public Mobile works on my friend's phone and tablet, but it doesn't accept on mine.

@Kornielenka What phone do you have? If it's an old phone, make sure it's not locked to any carrier.

@Kornielenka Did you request to port in your number during activation? How long has it been? Do you still have service on the old carrier's sim card? Did you get charge on your credit card for the plan? What's your account status when you login to your new PM account?

do you activate new new sim card, or you did switch sim card in same account.
