What phone do you have? You might need trying a network reset or factory reset.

Hi the man at public store checked all APN for me yesterday and still can't send or receive any pics or MMS

you must enable data on your phone to send a picture message. You may also need to verify your APN settings are correct.

What phone do you have? What are your son settings? You do not need a data plan to send MMS

Make use you enable data inorder to send MMS even though it does not use data.
