My data is off but every time my monthly plan renews it still says 75% of data used already. what is happening?

The most accurate data usage tracking is through self-serving account.
Even if your data is off, your service will use minuscule amount of data, daily. Something to do with using PM service.

@tashafr - is this a text you are receiving from 611/Public Mobile OR a notification from your device?
Phones can be set up to notify you of certain usages when they reach certain limits. Check your settings to see if you have anything selected.
But, then again, you say your data off. Are you sure the data options is set to OFF on your device? If it is, and these are texts you are receiving, I would say you can ignore them...as long as you show your data is still listed in your self serve account.
Look for the line item listed below. If you do not see it that generally means you used it all up.

Are you getting texts from 611 telling you this? Can you give images of your overview page. Don't show any identifiable information.

Make certain you have "wifi assist" turned off.

I would go by what you have in self service. Look at the data under My Data & Add-Ons in self service and ignore the errant message.
