I purchased data add on but it's not working do I have to wait before it activates

@scarz613 if in the US don't to get to enable roaming and restart your phone.

@scarz613 It's active if it's in your account. However, there is a Canada wide data outage. Please be patient as it is resolved.

USA ROAMING add-on or Canada?

 

If it's Canada there is Canada wide network outages affecting many on Public Mobile. Hopefully they fix it soon.

 

If it's USA have you done the two steps to purchase an add-on as its two steps to buy add-on. Link below is guide.
