We have an office phone that only accepts texts from clients, hence the $15.00 / month plan. We temporarily increased it to a 50 GB plan and then switched it back to the $15.00 / month plan.
Unfortunately, Public Mobile has charged us twice for the higher tiered plan even though we switched back. I am attaching screen shots to prove my point.

How did you switch plans? Did you change now or select change on renewal?
check your payment history amount and dates, so you can figure those extra changes

I think thev$15 plan was gone since July 25/24.
Your only option is probably the $19 plan with unlimited calling and texting with 1gb of data.
You will need to login to your account then to Subscription>Manage Subscription>Change Subscription.
All members will have a different plan options.

the $15 plan was gone for sometime, how you change it back?
try to login again using Incognito/private/secret mode on My Account and see if you see the same
if you really have the $15 plan back, then ask support agent to clear it up
