Cant reset password and locked out

I cant access my account it says ask public for help. Can anybody help me

If the reset function is not working, you will need to contact moderator.  

Click on the question mark on the right lower corner of website to start ticketing process to contact moderator.  Type: Contact moderator. Follow the prompts to submit ticket.
