cannot set voicemail number. There is no choice provided on the first line and second line is grey out. Phone was restarted, but nothing changed. Phone is Samsung s24 plus. Please help and thanks.

hi @Wilson_Wang usually you can simply click Reset Network Settings and it will program the number for you
if not, check the Voice mail access number here
and go to dialer app Settings manually enter one of the VM numbers

To add to what's been previously shared, here are a list of voicemail numbers locally you can add to your phone if you need.
British Columbia 778-580-4002 (Vancouver Area) or 778-581-4001 (Outside Vancouver)
Alberta 587-580-4001 (Calgary/South) or 587-588-4001 (Edmonton/North)
Ontario 647-580-4001 (Toronto/GTA) or 613-581-4001 (Ottawa Area)
Quebec 438-580-4001 (Montreal Area) or 581-580-4001 (Quebec City)
Saskatchewan 306-580-4001
Manitoba 204-588-4001
Atlantic Provinces 902-580-4001 (NS/PEI/NL) or 506-588-4001 (NB)
Another thing you can do is turn your airplane mode on for 10 to 15 minutes as some have pointed out here, restart your phone and then turn off airplane mode. This will reconnect you to the network and it may update your voicemail issue.

Service provider should appear when you look at SIM card status or at Mobile networks. I see Public Mobile there.
When you go to Voicemail there should be Voice number shown by default based on your province (most likely).
