I just received that issue as well. I just placed my finger close to the top of the page and dragged down to refresh it. It came back just fine. If you are still encountering this error on your phone, close the app totally. Then go into your settings and go into your app section. Find the public mobile app and clear the cache and data info. Then close that, re open the app and enter your information again. That should work.

Website is finicky. Try to clear cache, incognito mode or a different web browser. Or you can try a different device. Or the Public mobile app.
Edit: I am able to enter my self service account.

Yes I'm getting the same message too! Just refresh screen, and give it 1 hour and try again. Should be up soon.
