I paid(money was reduct) $15 (400 min) for making international call,still I coundn't make call? I get a message stating that talk is not included in my plan.Its can urgent sitution, what is the coustomer care number ? help me soon.

If you go down to your local 7-11 or most other convenience type of store...talk to the person there and tell them you need a calling card for calls to Pakistan and Philippines. You should be able to make resonably priced calls as they are now popular countrys to call from Canada.
The Public Mobile 400 minute International Long Distance Add-on doesn't include calls to those countrys.

Pakistan and Phillipines are not on the following list of countries that can be called with PM long distance add on:
Canada, China, France, Germany, Greece, Hong Kong, India, Italy, South Korea, Malaysia, Mexico, Poland, Portugal, Puerto Rico, Singapore, Spain, Thailand, United Kingdom, United States, and Venezuela.
Therefore, you can't call those countries.
As for data, did your data work before? Do you see data add on in your overview page?

@asadrk82What does the front page of your profile in your selfserve account say? If you have purchased add ons and they are not listed, that means you have used up your allotment.

Moderator response is not immediate, nor can they help you with call to a destination that Public Mobile does not allow calls to.
To make these calls, you could visit your local convenience store and purcahse a long distance call card. Those cards will have a lcoal phone number for you to dial and will deduct from the card's balance after you make some calls.

Due to high volumes it might take 48 hours for them to reply back. What type of phone do you have? Does you plan include data?

Sri Lanka is not included. If it's urgent and you have an android phone use Hangouts dialer by adding funds or similar app.

Here's the countries you can call with your Add-on......Included countries: Canada, China, France, Germany, Greece, Hong Kong, India, Italy, South Korea, Malaysia, Mexico, Poland, Portugal, Puerto Rico, Singapore, Spain, Thailand, United Kingdom, United States, and Venezuela.

@ajan10Purchasing an add-on is a two step process. You need to add the funds into your account and then purchase the actual add-on. Did you do that.
If yes, you need to make sure that the country you are calling is on the list of 19 countries covered by the add-on.
Iyes, then call 011 + Country Code + area code + number.

Add-ons like that require you to first load the $$ into Available Funds...secondly to actually buy the International Calling Add-on. Make sure that you don't have $15 sitting in Available Funds right now. Good luck.
