if you know the email login for the number you want to cancel, just login My Account, Payment->Manage Subscription, and then turn of "Subscribed" there
but if you don't know the login for that phone number, or you only have one email address to login for the 2 numbers (which means one of the 2 numbers have no login), you have to ask PM to sort it out for you first. Message PM using this link:

Each Public mobile phone number should have its own account/separate email address. Do you have two public mobile phone numbers on one account (same email address) ?

PM is one email for one system. If you have 2 numbers, you should have 2 email addresses , do you have that?
if you don't know the 2 emails, ask PM, you can submit ticket by direct message:
