I hooked up public mobile service yesterday phone call is okey but Data signal is poor. I just get two bars . How can I fix this issue ?? Is there way to improve strength on signals ??

the number of bars you see and the data speed and stability not necessarily related. Two bars are more than enough for good speed.
can you try to Data speed test and see what data you get?
if you don't get a good speed, Reset network settings after a device reboot.
And if the speed is still not good after a network reset, engage PM CS agent and ask them to reprovision your account/sim on the system
