Can't make or receive calls. Data just fine. I submitted a ticket but never heard back. I've reset everything except factory reset. Do I need a new Sim?.

It's very unlikely that a new SIM card is actually needed.  it's just that would be one of the steps on the troubelshooting list.  It's very rare that a SIM card needs to be replaced.

not asking you to switch to other network but asking you to try the network mode.  It might help you to receive the calls until issue is fully resolved

also you have a chance to test your sim card in another phone? that can resolve the issue quicker without waiting for support

@Westcoast123 don't be a sim card problem , if it is, your data won't work as well

did you try Reset All Networks on your phone?

did you try changing the network mode to 3G only or WCDMA only?

and what brand & model is your phone? you can also try your sim card in the other phone.  It could force a sim re-provision and could resolve your problem
