Just curious if you replied to the text with YES during the porting process with the old SIM in your phone within the 90 minute window?

@Proton1 if you can receive buy cannot send, it is not related with porting
What kind of phone do you have? brand and model?
and you are sending SMS and not iMessage/RCS, right?
since you already tried different phone, i believe you meant tried to put the PM sim in different phones, not sure if that will work, but try first. Click Reset all networks and see if it fixes the issue
If issue presists, open ticket with support and have them to investigate further
