I have the iPhone 8 and it is not compatible with 5G. Only 3G or 4G/LTE even if you purchased as 5G plan/subscription.

iPhone 8 is not a 5G compatible phone but you can still subscribe to the 5G plan

Regardless of the plan you have every subscriber can in fact freely access PM's 3G/4G/5G networks

The 3G/4G/5G plans are In fact just plans with different top speed. 3G has a max transfer rate of 3Mbps, while 4G at 100Mbps and 5G at 250Mbps.  So, a 5G plan will give you more data and allow you a top speed.   
Also another feature on the 5G speed plan is that you are allowed to have unlimited data at reduced speed after you used up your regular data

In your case, without a 5G compatible phone, you can only access 4G network, but you will get much better speed than what 4G plans will give you, in fact a near 5G plan speed of close to 250Mpbs

If you mean that your phone is 4G and will able to access the 5G network, yes. Even with a 4G phone you will be able to get speeds far over the 100mps second on the 4G plans.
