@Darkwing1 Got it. Sounds like the issue is with Samsung/Hiya. Read the link that @softech provided (https://en-ca.hiya.com/samsung/products-smart-call) for more info. Your friend can disable it by the looks of it, or you can contact the Hiya service to try to get your number unflagged.

Public Mobile doesn't filter calls in that way, so there must be something else going on. Either your phone or software on it is blocking these numbers, or maybe it just happens to lose connection to the network at the time the calls come in.
What phone are you using that you're missing calls on?

your number was showing as spam on your friends' phones?
The reason your friends seeing it as a spam because many phones have a built-in Caller ID lookup services. You have to contact those caller id services and ask them to update to your name.
If your friend using Samsung, might it is from Hiya service ( https://www.hiya.com/products-smart-call ). there are different services like that. But start with Hiya, contact them and ask them to update their database:

It's nothing to do with Public Mobile. Those services are third party. For example, my Pixel will sometimes tell me a call is suspected spam when the call is ringing, but I can still choose to answer the call. It's some sort of third party service that Google put on my phone that compares the number to a database of potential spam numbers.

Is your number new or old? I wonder if your number had been spoofed for phishing and has been generally blacklisted by the built in spam filters by the other people's phone operating system.
If it is only a few people that are spam filtering your calls, they can go into their phone settings and whitelist your number.
If it is everybody that is spam filtering your calls, you should contact customer service to see if there's anything they can do. Otherwise, you may need to change your number. Good luck.

Do the people you are calling see the/your correct phone number?
