The first $20 discount is credited to the available funds after activation. After that the $20 discount credit appears on the upcoming bill and is credited before (at the time the plan payment is debited/charged) payment is taken. For the first renewal after activation the upcoming bill will be transacted as.....
Plan amount=$55 -$20 (promo discount)=$35 - $20 (available funds credit from activation) =$15 (amount owing) if the OP used a referral code the $10 bonus credit will be applied as well: $15 - $10=$5 (amount owing) if it also occurred during the $25 ($5×5 months) bonus referral credit promotion the OP may also recieve their first $5 credit before renewal ($5 - $5=$0 amount owing).
The second renewal will be : Plan amount=$55 - $20 (promo discount)=$35 amount owing with an additional $5 credit for 4 more months if the bonus referral credit applies ($35 - $5=$30 amount owing).

@vwarner - when you log into My Account which plan does it say you are on?
Ensure to click the refresh circle button to get the latest account info.
Does it show the $35 plan? If not, and you are not able to choose this plan in your list of options...OR if there is not one you want to change to on your next renewal date, ask CSA to apply the offer that you were given.
Public Mobile Representatives customer support agents (CSA) can be contacted by either two methods, found here:

HI @vwarner Please login My Account using Private/Incognito/Secret mode and check if you have $20 in the Available Fund
PM actually will take full $55 from your credit card, then give you back $20 credit , showing as Available fund
Check your Payment history on My Account and it should show that
if your have $20 in Available fund, your next renewal will be good. PM will take only $35 next time because you already have $20 in Available Fund. After next payment, PM will then give you another $20 credit..

so I pay full price this time, then there will be 15 months discounted AFTER this one?

The credit is applied against your available funds to be used in the next renewal, @vwarner
Log into self serve after opening an incognito tab and confirm this.
