Hi, I have a problem
I’m not using this number from August. I’m not in Canada, and you know public mobile is not working in Europe. But somehow ( I’m not pushing auto payment ) just checked my bank account and find that from September it goes 56.50$ and from October it goes 56.50$. Please, return to my bank account 113$, because this perceived as a robbery

Most important is to log in to your PM account and verify if you have autopay set on or it is off.
If it is ON (check mark is there) you will not get any refund as you asked to be automatically billed.
But if it is OFF then you should contact agent and ask for refund. It will difficult to prove it was off all the time but try...

Login to your account and check if AutoPay is disabled. It might be enable while you are travelling.
Have a CS_Agent to straighten it out for you.

Private message CS_Agent, they should be able to sort this out for you if you definitely weren't on autopay (may have been on oversight on your part) either way they should be able to help you and either process a refund or if you are coming back and still want to use PM have it in your available balance to cover some renewals.
