I currently have 0 data left with my plans but have lots in my add ons. Will Public Mobile automatically activate this to keep data available for my use?

Yes, you don't need to do anything. PM will automatically use the data add-on on your account
If that does not work, try reboot the phone
One common thing that stop it from working is people set a data limit on the phone, so make sure you didn't set that
Let us know if the data still does not work, not using your data add-on
