Activating a SIM card for a promotional subscription

I would like to "grab" a promotion that is on right now. I have a SIM card but no referral code. Do I need a referral code?

So my main question is .... since I don't have a phone right yet, can I activate the SIM only with the promotional plan? Will I have any issues with completing my "account" with out being able to receive a two factor "TEXT"?

Any steps to follow?

you can certainly activate with your current sim card, without a phone.  Just make sure it is a brand new PM sim card and was never used for any activation

Adding - No, you need the sim number. Can your phone use esim?

Adding more - maybe you're close by someone here and they could provide you one.
