Changed my plan to the $40 15GB plan upon renewal and it's coming up as only 5GB on my dashboard. Is this an error on PublicMobiles side? Hopefully this isn't the case...

Public Mobile has web page cache issue so you might be looking at obsolete status. Try using different browser. Try Incognito mode. Clear browser’s cache. Try forced refresh. Use computer and not phone to log in.

As suggested by @HALIMACS , Cancel Plan Change...the re-select the one you want. When it looks right, take a screen shot and save it..just in case you need it for proof later on.
