I purchase US roaming 250mb and it does not work.Do I have to purchase talk or text in addition for data to work?

I purchased the US add-on for $20 for talk, text and data. My text and data work but I am unable to make phone calls. My phone says it is on T-mobile. I am in Iowa. Any suggestions?

I was on AT& T in MSP airport but not able to find AT& T in Des Moines, Iowa

My problem is with my phone (Samsung A1 core). I put the sim in a different phone and it works fine.Thank-you for all your help
