Roaming add-on can't be used in Canada. Roaming does not mean travelling or visiting a different city. Roaming means connecting to a different network. Public Mobile network is Canada-wide. You will need to purchase the correct data add-on. For an adjustment, you will have to hope for goodwill gesture fromt a moderator.
