Need to top up when I enter a voucher it says can not process. I have tried 3 different vouchers

Until the Public Mobile voucher glitch is addressed...have a look at recharge.com. You can recharge your account using on-line voucher provider...with a small cost.
Let us know if you opt for this method.

Meanwhile, if you need to make calls try an application like that from fongo.com; SMS also available for about $3. It provides free calling across Canada from wherever you are connected to wifi (or on cellular data). Even though I have never needed it in 4 years, it's my backup service for these situations.

It might take a few days to hear back from them according to other posters with similar problems.
