I don't remember either of those grandfathered in plans, perhaps they are much older plans?
As far as I'm aware the $10 plan that was available for a few months in 2018 has/had only 50 mins incoming/outgoing and 50 texts outgoing/unlimited incoming. The first version of the $15 plan had 100 mins total in/out talk time before being replaced with current version of unlimited incoming. Of course, there was the very short lived (a few months ago) version of the $15 plan which only had province wide calling that was quickly (thankfully) reversed back to the current (second version) one with Canada wide calling.

Unfortunately on the "View my usage" logs, there is nothing in that table to tell you which calls actually consumed minutes from your plan, and which didn't. The only place to tell is via the overview page as others have mentioned.
If you want to reassure yourself if calls do or don't consume minutes, make a test call, and refresh the overview in self-serve immediately after you end the call. You should find that incoming calls do not increase the counter but outgoing calls do. Unofficial trick: calls to toll-free numbers also do not consume minutes.

If you're on a minute limited plan, the details will show here.
On all "current" plans (within the last couple of years) all incoming calls from anywhere in the world are included with all plans.

Are you maybe looking at your voicemail calling? This number ends in the four digits 4001.
People leaving you voicemails DO NOT use up your Plan Minutes.
But checking your voicemail from your Public Mobile device DOES use up your Plan Minutes (because, you are basically making an outgoing call).
The way around this, is, to call your phone number from another cell or landline, or even better get a free fongo phone number account and use it to call your Public Mobile number to check your voicemail. It's great!

All incoming calls are unlimited on the current plans. What plan are you on? Why do you think that incoming calls are coming off your allowance?

@colin294 : Think of the usage details as a log of activity. The counter that matters is the front page overview page. How long have you had the $15 plan?
