Hello,
My mom (Gravenhurst)can't call me, and when I (Peterborough) try to call her the line beeps and fails to connect without any error message. I am able to call other local phone numbers. Powercycled my device and other basic steps.
Any advice or suggestions?

Not seeing any network issues. I sent her an email with the steps recommended here, hope that helps. Thank you all for the suggestions.

Check to see if there are any outage in her area.

Can your mom call anybody? Since you can call other numbers but not her, it looks like something is off with her connection.
Do you have any other meaning to get a hold of her? Will she be able to reboot her phone?

Can other callers get through to her phone? How long has she been with Public Mobile? If recently then did she port a number over to here?

@krinkovlove Sound to me it is a network more on your grandmom side than yours.
I understand you cannot reach her on her PM phone now, Would be nice if you can find other ways to reach her and have her confirm she can still make outgoing calls without issue. Then reboot her phone
If issues persists after a reboot, try to change to 3G ONLY / WCDMA ONLY and see if it helps. All carriers are now upgrading their equipment with 5G and it might affect the LTE for couple days. 3G Only is the workaround
