I cannot download any pictures or data messages when my data is on. It says "Currenty unable to download. Please try again later" when trying to download a picture or message while using data.

Changing from 4G to 3G will not reset affect your APN settings.

Might want to actually set up a new APN Settings and save it (instead of editing an existing one)  Reboot the phone. 

If that does not work, according to the announcement, you may not be able to receive MMS (Picture) messages with Public mobile with your phone. Might want to consider a newer phone.

I tried changing my apn settings to the ones you posted and it is still the same.

You could try setting your APN settings to following:

New Settings:

APN: sp.mb.com
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMSC proxy: mmscproxy.mobility.ca
MMS port: 8799
MCC: 302
MNC: 220
APN Type: default,supl,mms
                             or             default,mms,agps,supl,fota,hipri

 

@2f  The setting should be in your phone settings > messages and enable MMS

I can't find any MMS setting when searching in settings. I have auto retrieve in multimedia messages enabled.

Have you been able to receive MMS messages in the past (pictures)? 

Which model phone do you have?  Some older android phones are unable to receive MMS (picture) texts.

I cannot find that setting in android 7.0. I reset my access point names and it didn't change anything
