How can I know public mobile sims are working in the Antigonish area . I mean signal strength It's a small city in Nova scotia

Koodo is also owned by Telus.

Telus will also use Bell towers and vice versa.

PM uses Telus infrastructure...so if Telus cell service is available in your area, your PM network should work just as well.
