This month the telephone company automatically deducted the payment, but I paid another time. Can I get a refund?

If your Available Funds does not reflect the extra payment, are you are seeing the extra charge on your credit card as a "PENDING" purchase?
If so, one of the amounts will likely fall away in a few business days.

If its just sitting in your balance then you use it for your next renewal. It takes up to 30 days for a refund.

The extra payment will (should) display under your Available Funds and is able to be used as a credit toward future services.
Public Mobile does not issue refunds for extra payments- think of it as "money in the bank".
