hello I need a phone and live in Calgary Alberta Canada.
I have signed up for an account and would like to pay for a sim card and plan with Alberta phone number.

The sim is used by the network to allow your phone to connect to the network. It uses the cell radios in the phone to connect and then the unique identifier of the sim transmits out to find your account to let you use the network.
For fun, you could almost get away with no cell service with an iphone or Android phone by using voice over internet protocol (VoIP) apps. A popular one here seems to be TextNow. When you connect to any wifi, you can talk and text to people. A cell account gives you more mobility when not connected to wifi.

When you activate the SIM, you will have a chose from a set of numbers to choose from.
If you are porting out from another carrier, pick the porting option but use your previous account number. The IMEI will work for some members.

I only need one phone. ( I have an older phone that I can use and no phone number ) I'm not sure if the sim card comes with a phone number but I need that too so I can make and receive calls. I only have an email now and am looking at Public to get my sim card and phone number. thanks

@Quirky_7 yes, you are correct To activate, you need the sim card number so you have to wait
did you order by PM online? deliver is between 5 days to 3 weeks

I have a phone but need a sim card which I have now purchased from Public, so now I just need the phone number but I think I can't get that until the sim card comes in the mail and I can input the number on the sim card then pay for my plan with Public.

I think you mean you created this Community account.
To create an PM Service account you need to activate a new PM SIM card.
All phones comes with a free SIM.

This is the Public Mobile Community. An online forum. Anyone can sign up, even if they aren't Public Mobile customers.
To be a Public Mobile customer, you need to create a Self-Serve account. You'll need to buy a Public Mobile SIM card, you'll need to pay for the first 30-day cycle of your plan, and you'll need to have an unlocked phone (Public Mobile does sell a small selection of phones, but you can use one from anywhere, you can buy a new unlocked phone at London Drugs, Staples, Walmart, etc).
If you do sign up with Public Mobile then don't forget to use a promo code (if one is being offered that you can use) and a referral code (from an existing Public Mobile customer). Why not save a little money or get a little more, eh?

@Quirky_7 you "have signed up for an account" , but why you need a sim card now? when you signed up, you should have got a sim card and entered it for activation. Or you meant you need another sim card for another line?
