If public mobile adopted a policy similar to what letters ore not used on license plates, and posted it tge confusion would be eliminated. 

What letters are not used on license plates?

All letters and numbers can be used on license plates. However, letters like I, O and Q are rarely used so they don’t confuse numbers. Some letter and number combinations are also avoided because they can appear offensive.
