In the last week both my and my wife's phones will not down load mms pictures or sent them has something changed ?

Same with me. The other settings didn't work. It seems to happen after an update. Do you think this will be permanently resolved?

This fixed the issue for me on my Oneplus 9 Pro. As @softech suggested, I used default settings and changed these 2 parts:
MMSC proxy: mmscproxy.mobility.ca
MMS port: 8799

try this , start with reset all networks (there was a warning above using that already, so I will skip that. But honest, those Saved Wifi and Bluetooth can be added back easier, I think it is more important to get the MMS back, necessary evil 🙂 )
if that still does not work, try this, it works for someone.:
1. delete current APN
2. Use Add New to start a new one and enter the follwoing
APN: sp.mb.com
Proxy:
Port:
Username: <blank>
Password: <blank>
Server:
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMS Proxy: mmscproxy.mobility.ca
MMS Port: 8799
MCC: 302

APN Type: default,supl,mms
or default,mms,agps,supl,fota,hipri
(might need to include DUN for hotspot, please note case sensitive)
APN protocol: IPv4
APN roaming protocol: IPv4
APN enable/disable: APN enabled
or Turn APN on/off APN turned on
Bearer: Unspecified
MVNO (Mobile virtual network operator) type: GID
MVNO (Mobile virtual network operator)value: 4D

I have the latest apn settings my phone is a ulefone x10 pro and is on android 12

Just a warning @WH21, people should advice when suggesting resetting all networks, this can also erase all your Wifi log ins and passwords saved. Plus it will erase all bluetooth connections saved.
My co worker went through this. He went into network settings, turned off automatic and chose Public Mobile then rebooted. Once he did that, he was able to send and receive pictures again.

what phone do you have?
if you have a phone older than 2017, it might be related with this announcement:
If you have an OnePlus phone and you have recently updated to Android 14, it might be related with the OS update
But either way, try to click Reset All networks or Reset network settings to get the latest APN
Also, you can make a manual update, here are the old and new settings
