With public mobile only if it has sim slot. Otherwise you would have to turn your phone into WiFi spot (not nice for your battery)

Lg gpad does well on public mobile network, I've seen some phablets on AliExpress with 3g for under 100 and lte about 100, they have dialer so you can call too

@GordE if it has a physical SIM slot yes. You can get your own plan with sim and a new unique email address. Or switch the current SIM between the phone and Ipad. Or you could add a voip app such as TextNow and use it via Wifi to make / receive / send calls and texts in Canada and to the United States for free. Stay safe
