So on my play store It says I don't have the app in my country and I can't change it in settings so I was wondering if I put the sim on my phone can I register it on my iPad?

What this is telling me is your Play Store and even maybe your phone is registered in another country other than Canada. You should consider signing up for a new account on your phone locally to where you are.

for iPad, you should use a phone to register the sim first as you need to confirm your account once after the account is activated
so, check if you can find a phone with Canada as the country. Download the PM app there and activate the physical sim. After account is setup and functional, use a web browser to login the account once more to get the Confirm registration done ( they will send you a 2FA text to the phone. You need a phone to complete that part once as iPad cannot receive text). Once that part is also done, move the sim card to iPad
