For the past two days, my iPhone8 has been using a lot of data, mostly for push notifications and some for Siri, when on wifi in the middle of the night. This has never happened before. I have everything I can think of turned off.
any ideas?

Turn your data off all the time. And only turn on when needed. That is if you have a low amount of data, like 250mb.

yes, you reset it here
go to Settings > Cellular, scroll to the bottom, then tap Reset Statistics.
Then go to PM site and make down how much it shows now.
Then you care compare daily
I suggest if you can, reset the statistics on your phone every new PM cycle and you can compare
Good thing with this is you can tell which app used the data (but bad thing is that you have to manually reset it monthly to make it useful)

PM usage record usuaully quiet well.
Why not reset the usage statistics now and start checking it daily. Check both the iPhone usage and PM's usage counter.

In a few hours when the phone is on wifi? And background app refresh, data etc turned off?

this still doesn’t explain why I have used ~190/250 mg of data in two days with everything I know about turned off. I usually use much less than this in a whole month.

Maybe your WiFi has a schedule restart at night, it’s better to Turn off your data at night.

PM updates your usage twice a day. Around noon and around midnight.
This is normally because your usage is not live time update.

1.2 MB or 1.2 GB? If it's MB that's completely normal.

It has used 1.2 mb since last night. The phone has not been out of my house.

A little data usage is normal as the phone will switch between data and Wi-Fi to save battery. How much are you seeing?
