I am currently experiencing data issues with my phone - I used all my data early last month and requested to upgrade to a $35 plan & paid for the upgrade in hopes that this was the issue with my phone but it has not improved. This is very frustrating as any one sending me IMessages cannot send it and I can only send out text message when away from home. Please help

Did you schedule a change plan on next renewal? Or did you intend to change your plan immediately and added the funds but did not complete the the plan change? Or did you change plans and run out of data again?
You can send both SMS and MMS texts by enabling it in your settings. Your iPhone will then send MMS instead of iMessage when there is no access to mobile data either with iMessage turned off or when you run out of plan data. MMS uses a different server and does not count against or need a data plan to work.
Use the data saving tools in your iPhone to help cut back on high mobile data usage such as turning off sync, wifi assist, using your data saver, data warning and limiter. Turn off video in your individual apps or set them to play on wifi only and turn off all background usage within your app settings.

@shellylynn Yes, you cannot send out iMessage as iMessage needs data or Wifi. You will need mobile data when away from home to send iMessage
You said you upgraded the plan to $35. Do you remember which option you pick? There are two, Change Plan now or Change plan at the next renewal date.
If you have picked Change plan at the next renewal date, it won't upgrade to the $35 plan until later. Please logon to My Account and confirm if your current plan is already $35 or still the old one
If still the old one, you can re-request Change plan but click Change Plan now
If already on the new one, please check My Data & Add-on section and confirm if you still have any data left. There should be a line about your current data

you can try reseat the SIM card and Make sure your phone is off before removing your SIM card,
1. power off your device
2. take out the SIM card,
3. waiting a 1 minute,
4. put it back and power on,
5. toggling airplane mode off/on,
and do again Rebooting your phone,
*what is mean for Rebooting the phone means to turn off your phone and turn it back on again.
Go to Settings > General > Reset > Reset Network Settings.

for iphone go to Settings > Messages > To turn iMessage on or off,
Turn your data on to send a Picture Messaging in world-wide,
if your data is off and your home internet wifi is on is not going through the Picture or a video Messaging,
you have to do this to is going through you will need to turn your data on to send a Picture or a video Messaging in world-wide,
make sure your Data is on.
and do again Rebooting your phone means to turn off your phone and turn it back on again.to refreshing your network...
