My phone was unable to send or receive pictures in MMS ( in google messages App).
Checked my APNs setting and found three entries:
1: Koodo
2: PC Mobile
3: Telus
PC Mobile was selected by the system. There was no Public Mobile.
Difference between PC mobile vs Public Mobile are in Multimedia message proxy and its port:
So I changed them to:
MMS proxy: mmscproxy.mobility.ca ( from 74.49.0.18 )
MMS port: 8799 ( from 80 )
Save it. MMS works again.

yes, if your phone is an older one, the latest charge in MMS proxy name could cause the problem
