so, you have iPhone?
is Public Mobile the only esim on the phone? if you have other esim, please disable them, if you have another physical sim on the phone, remove it first. After you done that, restart the phone again

its not giving me the option to make primary but its on

So, did the esim every work? or you just installed and weren't able to get it working?
Go to Sim Manager or Settings->Cellular and check if the esim is installed there and if it is enabled (or on iPhone, you have to make sure it is primary and enabled Turn on this line)
if enabled, try Reset All Networks
