you got double charged as in the amount on the one transaction ? or you got 2 different transaction?
just want to confirm you aware the change to reward system last year and people are payment more because of the reward change. So, if PM still charge you one transaction but just charging more, let us know and we can explain the reward change

Really difficult to believe you are overcharged for a year and you did not complain to agent nor in this forum.
Maybe somebody is using your credit card without your knowledge and you just forgot you are paying for a friend/family member.
Do not ask bank for a chargeback as you will be banned to use credit card at PM for a year.
Open a ticket and resolve issue with agent's help.
