debit visa isn't accepted

I keep trying to register my new debit visa card on my account so I can pay my bills but your site keeps rejecting my card. help please

there are some issue with updating credit card.  If you can wait, please wait a full 24 hours before trying again.

if you need to make the payment quickly and cannot afford to wait 24 hours, please buy a voucher from SDM/711/London Drug/Shell and the load the voucher using *611
