@jcoffee are you able to log in your self serve account?? Did you try many passwords and it's blocked now? You will need to wait 1 hour before try again.
If you have still problem write a message to the moderator for help..

Try "forgot your password" if telling you already registered.

What is the problem you are having? You can try using a different browser or a different card. Some times certain debit visa cards do not work.

@jcoffee, although not mentioned, I assume that you have activated the service at a retail partner and you are trying to just set up the online access. This is the link for do that. Just follow the prompts and everything should work.
