i need to be able to call Cyprus, i added an international plan but I am still not able to make calls to Cyprus. are there any other options for me

Just a point of clarification around the discussion of using an app.
These actually fall into a couple of different categories (with at least some overlap).
If the person(s) you want to "call" also use an app such as WhatsApp, Skype, FaceTime, Facebook Messenger, Viber, Slack, Teams, Zoom, and probably others, you can call them within the app for no cost regardless of where either they or you are in the world. Most of these allow for either voice-only or voice-and-video calling options. The exception to the no-cost part is that you or the other party may incur data costs depending on whether using Wi-Fi or mobile data, etc.--but there's no "airtime" or long distance cost for the call and no cost to use the app's services.
On the other hand, if you need to call a regular phone number in another country, such as the person you want to reach doesn't use one of those apps, or only has a house phone, or is a business, organization, government agency etc., then you would need to use an app that lets you place traditional telephone calls over data. TextNow and Fongo were mentioned, and those do work for free when dialing more local numbers. They may still let you purchase credits however for dialing overseas, and it may be cheaper and/or more convenient than going to a corner store and buying a prepaid long distance card. Your mileage may vary.
The overlap I referred to is that some apps offer both. And example is Skype. If both parties use the app, you can call them for free within the app no matter where either of you is. (Again with the caveat of possible data costs.) On the other hand, you can also purchase long distance credits there and place calls within Skype to actual phone numbers. I'm sure there are other apps that offer both options as well but Skype was the one that readily came to mind. Google Hangouts used to do this as well but have shut down the dialer portion recently.

Just go to your local corner store or veggie store and compare the different calling card options. If you are on the $15 limited outgoing calling plan make sure you choose card that gives you a toll free number to call first to use your calling card so that you don't use plan minutes calling overseas.
Contact the moderators and ask them nicely if they will remove the calling add on and credit your account balance. You will be able to use the credited funds on your next renewal.

Fongo free calling is for Canada only.
PM texting should work. And what about as mentioned, Skype. And if all on Apple you can FaceTime in audio only if your hair isn't combed yet. 😀

yes, TextNow only free calling US and Canada. Overseas still cost money.
But..if you are willing to spending time.. watch a 30 second ad will earn you 1cent. So, if you just need short calls.. watch 10 or 20 video clips to bank 20 cents there, it might be enough for your Long Distance calls.

I think for TextNow even over WiFi is not free to call overseas. Free phone calls are only for North America.
Viber is good alternative too.

Go to your local 711 or similar type store and purchase a calling card to the country of your choice. Fairly inexpensive calling cards are available.
Edit...I found these on-line but can't say as I've ever used the service myself. If you do try it...let us know how it was..

I do not notice Cyprus as part of the International addon locations.

unfortunately the international calling is not truly international:
