Unofficially it also includes the countries on the $15/300min international add on:
Countries included in international long distance include: Australia, Austria, Bangladesh, Brazil, Chile, Colombia, Czech Republic, Denmark, France, Germany, Greece, Iceland, Ireland, Israel, Italy, Japan, South Korea, Malaysia, Mexico, Netherlands, New Zealand, Norway, Peru, Poland, Portugal, Puerto Rico, Romania, Singapore, Spain, Sweden, Thailand, Venezuela.
It also includes:
Macao and Taiwan.
There are other countries that can be called unofficially that are discovered by trial and error like today we found out you can call Iran....for free currently as it does not use minutes off any of the holiday add ons.

Others have commented that the countries mentioned in the list isn't complete. You can try calling countries not on the list and your call might connect. There won't be more charges since public mobile is prepaid and the worst that could happen is the call wouldn't connect.
