I want to use my vanilla mastercard giftcard, so I went onto the website to register the postal code. However, it just told me there was a system error and to try again later. I tried again the next day, same result. Paypal will not accept the card either, how can i do this?

How recent is your information?
While I have not helped activating any Public Mobile accounts since March, up to that point activation with Vanilla Mastercard was my go-to means for the process. I still have zero balance Vanilla cards registered on the two accounts left here (using up available funds and data before jumping ship for BTS/BF/BD offers elsewhere). Obviously this hack for people without a "real" credit card, or not willing to use it here, could have been disabled since, so I bow to the most up-to-date information. But it might just be one of those glitches. FWIW, for whatever reason I found Vanilla Mastercards more consistent for sailing through the process without a hitch, the few times I tried a Vanilla Visa, I needed two tries.
- I never assigned a postal code to the card itself (at vanillaprepaid.com). Didn't run into problems. If you chose to assign a postal code, make sure that it matches the one in the step below.
- The PM activation portal did require a valid postal code for a physical address (ie if you have a rural PO box address, pick a friend's street address in town).
- I always started activations on a completely clean slate. When it was still possible through the web browser, it meant clearing browser cache and using incognito in a fresh session. Potentially even going with a different browser. Nowadays activations can only be completed in the app. I'd log out of the app completely and uninstall the app, reinstall it and start activation.

Try and get the card registered with PayPal first using the same postal code that you have on file with PayPal after following up with the card issuer. If you can get it registered with PayPal then try with Public Mobile again. However I have tried in vain to register any credit gift card with Public Mobile without success.

Since Paypal isn't allowing the card to be used either, I would suggest contacting the card issuer for support.
