Why download and file transfer so slow?

I'm only getting .92mbps download at home connected to wifi on one phone with a PM simm card  but 60mbps on a 2nd phone w/o a simm card.  Uploading a 5mb photo to google photos  takes several mins.

@marti713 new iOS and Android has Wifi Assist or Adaptive Wifi, make sure you turn them off to avoid unexpected use of data

i always turn off mobile data when i have wifi, to be sure i don't accidentally use the data

Thanks, that fixed it.

Could this also cause mobile data to be used (30-40mb)  when I've been home all day connected to wifi?

having the sim would have no effect ot you phone wifi 

you can take out your PM sim from the phone amd re-test , or put the PM sim in the 2nd phone and test as well

On your first phone, try Reset all networks amd and rejoin the wifi and test again
