Is there a force quit option in your Call Settings, if so try selecting that.

Then, turn your phone of for a couple minutes, then restart it.

Also, you could try performing a Reset of your device's Network Settings.

This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.

Find and tap Settings > System > Advanced > Reset options > Reset network settings.

Is this the method you used to clear your phone app's data and cache? If not then give it a go...

How to remove voicemail notifications
  1. 1 Open the Settings app.
  2. 2 Tap Apps.
  3. 3 Tap the sort by icon.
  4. 4 Tap Show system apps.
  5. 5 Tap Call settings.
  6. 6 Tap Storage
  7. 7 Tap Clear cache and Clear data. Please note: clearing your data will reset your phone app, removing your recent calls. It will not remove your contacts.

Samsung issue. Going to their website and their live chat might shed some light, they also have some good troubleshooting articles.

@Brew12601   When you press voicemail and it didn't call anywhere?

you can manually update the voicemail setup on your phone,  You can go to your Dialer->Settings->Voicemail and then you can enter the voicemail phone number.   here are the numbers you can use, just pick one in your province, try it first, if it works, set it on your device yoruself

Customer service hasn't been provided over the phone support for a few years. However, the icon on your phone isn't a Public Mobile service issue and thus, Public Mobile customer support cannot help.  This is something that you need to take up with the manfuacturer of the phone.    I suggest calling yoruself using another phone and then leaving a message for yourself. Then check your voice messages as usual.
