to ensure data works...make sure you enable Roaming in cell settings.
For talk..you MUST have a phone that has VoLTE enabled by Public Mobile (not all VoLTE phones are recognised by Public Mobile). Here's some info and a checker on bottom of page...

You should be able to recieve text messages regardless.

Several reasons @HollyRowland
1. What phone are you using?
2. If it's an approved phone that can be used on Public Mobile, then do the following. Go into your settings, turn on Data Roaming, then go to Network Carriers and find T-Mobile. Choose that, then reboot your phone. You should be up and running.
To see if your phone works on PM, enter your IMEI number at the bottom of the page.
