Where can I buy the texting addon?

I will be in Mexico for a month. I need to send and receive text messages to and from Canada.  I have unlimited international texting plan.  Public says that's only useful for me while I am in Canada. Public also says I can buy an addon for texting while I am outside of Canada. I cannot find that addon. Can anyone help me please?

Roaming Add-ons are only when you are in the USA. No roaming is available in Mexico.

You can use WhatsApp or TextNow app for free calling and texting back to Canada while in Mexico when connected to wifi.

Sorry, but while you're in Mexico, there will be no Public Mobile services available.
