After I change to public mobile, I can’t send text messages and I can’t receive any test messages

can you please check, what’s the problem with this issue. It is not my cellphone problem since I changed to second phone to test it as well.

@Jackyzhuang, does calling in/out work? and what about data? Depending on how long it has been since you transferred in your number from an old carrier it's possible that the porting was not quite complete. Try restarting your phone and retest all services (calling/text/data). If still not working reach out to a support agent using the link already provided
