The voicemail password isn't needed to access the account if calling from your own phone. However, I am unsure if the security/privacy vulnerability at Public Mobile was ever fixed that potentially allowed anyone to access your voicemail account. For this reason, I encourage everyone to have the password prompt enabled, for even when calling from your phone.

Before anyone says it, your voicemail password is not your account PIN. You can choose to set it to that, but the two are not the same thing.

@Finesse : If you're on a limited minute plan then a trick to save the whole 3 or 4 minutes is to do the Voicemail Password reset in the self-serve which sets it to your 10 digit number. Then dial your number from a different phone (or voip or other SIM) and do all the set up.
You could also just do that reset and now you know the password.
Edit: oh right..the question...there isn't one. Not having one requires it to be accessed from the handset for initial set up. Doing the reset allows it to be done from another phone.
