I'm on the $25 5 GB data plan (data in 3g) and I'm in Manitoba. What happens to my plan when 3g shuts down? My phone is Volte capable

Since your phone is 5G (data) and VoLTE (for calling) then I wouldn’t worry about 3G decommissioning.
It will only affect those who have older phones.

your phone is 3G capable but have to be on PM's VoLTE whitelist to use VoLTE

and you are still on a 3G plan? is that a $15 plan ? there is a new $15 4G plan, check your My Account's Change Subscriptoin page

The 3G network shutdown has nothing to do with your 3G plan. All plans are permitted to access all available networks (3G/4G/5G); your plan simply dictates max speed they throttle you at.
Having said that, have you looked to see if there are better plan options available in your account?
